I have the honour, most respectfully, to apply for promotion to any position (superior to the one I am now holding) now or hereafter to be created in the Judicial or Civil Service of Wei-hai-wei.

1st. I have been eight years in the service of the Colonial Government and have held the appointment of Clerk of the Court and Clerk to the Chief and Puisne Judges in this Colony for over five years during which time I have gained considerable experience in all branches of legal work, and I think that with my knowledge of the Chinese and their language, manners and customs, and the departmental duties of the Civil Service, I shall prove myself generally useful.

2.- I enclose, for your information, copies of testimonials from the four Judges under whom I have had the honour of serving, and a list of the several appointments I have held, and I trust that they will be favourably considered.
